memory eating

Hi, how is that this Dell poweredge is using its full RAM ?

Mem:   8197916k total,  8150948k used,    46968k free,    57660k buffers

It is already swapping, and the only service we are running on there is Asterisk that eats only 5% of total memory. Do you know where is the remaining memory ? :)
