That depends on how you define "local". If your local mail (and only
your local mail) originates from a fixed IP range, adjust @mynetworks
in amavisd.conf and have a look at MYNETS nad the policy banks.
If all your local mail is authenticated (SASL or certificates), set
up a smtpd as "submission service" on port 587 with "-o smtpd_proxy_filter="
in master.cf. Make sure it only accepts autheticated mail, I think
(not tested), a "-o smtpd_recipient_restrictions=permit_sasl_authenticated,
permit_tls_clientcerts" will do.
