You can report spam via buttons in the lists archives for a long time, and
via bouncing spam to special address for a few months.

afaik it was a wide consensus that it's good idea to keep lists open for
non-subscribers.

I've already seen case where user subscribed to list to send spam to it...
This could happen in debian lists very fast.
