Could still be a firewall or a packet 'mangler' drop all tcp port num > 1023.... You see the client sending an SYN to open the data connection, but the server never responds to this packet - so either the port is wrong... ie: a NAT gateway somewhere is breaking something,or client/ server VERY broken.... or the server is not getting the packets...
