sa-update wasn't supported until version 3.1.1. See 
http://issues.apache.org/SpamAssassin/show_bug.cgi?id=4788#c10.

The version in 3.1.1 downloads the updates to /var/lib/spamassassin. See 
http://wiki.apache.org/spamassassin/RuleUpdates for details.
