arp table problem



I have a small network (about 400 clients) .
I 've got static IP -> MAC mapping with self generated /etc/ethers..
Putting this static arp table to /proc/net/arp i get :

/sbin/arp -f
SIOCSARP: Invalid argument
arp: cannot set entry on line 46 of etherfile /etc/ethers !
where line 46 is 10.100.1.75 - one of my usual clients...

arp -d for clients with "incomplete" gives me :
SIOCDARP(pub): No such file or directory


i'm confused ... is this something wit /dev filesystem or something ?
