Notify doesn't actually create a new slave entry, it just notifies the
slave server that a master has updated the zone. Thus notify achieves one
of the two things that the original poster wanted.
To allow automatic creation of slave zones without pre-authorisation from
the dns admin would be a security issue.
Tools may exist which automated slave creation but a custom script & ssh
would do as well.
