Maybe try MediaWiki. That's the one behind wikipedia.org
Although you claim you are not a PHP fan, it's really worth a look.
Strong features, even html-table support, generally easy to use,
template based output, good performance, multilanguage,
MySQL-backend. User management seems not too advanced though and not
packaged for Debian, but easy to set up. There's a sandbox to play
around with on wikipedia.org.
