No, not yet. You may want to file a RFP. ;-)

Yes, just feed it

    RAD-Code = Accounting-Request
    Acct-Status-Type = Accounting-Start
    User-Name = ...

terminated with an empty line on its standard input. It will prepare the
right request and send it off, retrying across the servers specified on
the command line until timeout or an answer is received.
