Try webmin and usermin (http://www.webmin.com or Debian distribution).
usermin is the app for users (duh) and webmin is the package for the
systems administrator.
I do not remember any usermin modules to manage e-mail aliases (I do that
myself on our servers), but if you have to write something later, write it
as a usermin module. You can, if you have a trusted user base and a lot of
time to spend repairing their mistakes, give limited access to webmin to
your users (ie, on a module and task basis) which will allow them to
modify /etc/aliases or /etc/mail/aliases. I, personally, don't have the
guts to do that.
The debian distribution generally lags a little so I usually go download
the package myself and install it on my servers. Very, very simple
install. And, it supports https.
