man-db problem

Hello List :

i got a odd problem  @_@

i got a error message when i type "man rsync"
fileserver:/tmp# man rsync
man: can't create a temporary filename: Permission denied

i have checked my permission where directory /tmp and /var/cache/man as following :

i think directory permission is NOT incorrect.......
Any idea what I can do?  @_@
