40/sec isn't such a high load.  Radiator can handle such a load with LDAP 
queries and not overly powerful machines.  Radiator is a rather slow RADIUS 
server because it's written in Perl and it's single threaded.

Any multi-threaded or forking RADIUS server should be able to handle 500+ 
queries per second if the database server can handle it.  Getting a database 
server to do 500 queries a second is difficult, but getting 100 or 200 
shouldn't be so difficult.
