Here's my attempt at being a Debian guru (actually, pppd guru,
Debian has nothing to do with the problem you're having):

You probably have line staring with ``/AutoPPP/'', right? 
Please make sure it starts pppd with the options ``login'' and
``+pap''.  My line here is 

/AutoPPP/ -     -       /usr/sbin/pppd auth -chap +pap  login

An alternative is to have each username/password in the
/etc/ppp/pap-secrets file (which I find rather annoying). 
pap-secrets has the following format:

user	your_server	password	ip_address [...]

The line above suggests you have the AutoPPP line in
login.config (maybe the default one?)
