There is no official maintainer for the package currently, that's why it
is not included. The unofficial debs can be found at debianpine.tripod.com
if I remember well. However it cannot handle maildir folders and mailbox
files simultaneously as 3.96. Improvements are listed in the changelog. I,
myself, prefer 3.96.
