I sent an answer without it going to the list by accident, it is setterm
-blank 0, and you can redirect the output to the desired tty, 

so 

setterm -blank0 > /dev/tty[FOO]


man setterm for more options (regarding powersave etc., but you
shouldn't need them at first).
