Thanks for the pointer but I'm not sure I understand how this works.
I can see how to use polipo to reach public IPv4 sites from an IPv6-only
network, but how do I set up names so that I can reach 
ap1.pop1.isp.net (192.168.1.1 locally in pop1.isp.net) and
ap1.pop2.isp.net (192.168.1.1 within pop2.isp.net)?
