No it is unfortunatelly not. Some stuff in IPv6 cannot be turned off.
Disabling the module is the only way, this is a limitation of the Linux
kernel. I have discussed that on LKML in response to Bug#253590 and all Kernel
Hackers told me that it is supposed to be that way.
