.int zones are depracated even if it is a good idea to still have both of
them in the server for sometime.

Please check /var/log/syslog while you stop and start bind.
It looks to me that your dns is not loading the zone files....

...possibly due to:

> $ORIGIN	1.0.0.0.0.0.0.0.0.0.0.0.0.c.e.f.ip6.int.

Try to rip them out. Setting up a secondary dns server with the $ORIGIN
specified in the zone file on the master gave us headache.
