help in setting up a tunnel

 my interfaces file

      address 3ffe:321e:1:181::2
      netmask 64
      endpoint 202.38.99.1
when I restart the network, I got the error message:
# /etc/init.d/networking restart
Reconfiguring network interfaces: Cannot open netlink socket: Address family not
 supported by protocol
done.

What is the problem?
