I'm not sure whether there are no other (future) parties using part of
that address space - IIRC 6bone is only 3ffe::/16 and 2001::/16. But
you may well be right, of course.

Though you may argue whether you want to specify this on "end-nodes" or
leave it up to more core routers to decide whether an address is
routable or not. I'd go for the latter one, I think (just like in IPv4
world).
