Progress!
I changed /sbin and/usr/sbin to BEGIN my path. Before these entries were appended.
I cd to /var/cache/apt/archives - then? dpkg -i *.deb. :-)
Now, I am down to a segfault in gpg, which is root to the apt related software breaking - debian-archive-keyring is unconfigurable.
Clues?

There are interesting errors after completing the installation, as described in http://www.debian-interix.net/debian-interix/INSTALL
Many packages failed install at the configure phase. A common fault? Dependencey: "Package ms-libc3.5 is not installed".
There was a minor error in the debootstrap, where the script complains aboutnot being able to chroot. The rest looked normal - but checking /debootstrap/debootstrap.log later proved otherwise!
I wound up with 29 unconfigured packages:tcpd gettext-base man-db libgdbm3 libgcrypt11 libpopt0 libgpg-error0 libssl0.9.8 vim-common apt ed sed liblzo1 wget groff-base libdb4.6 libdb4.5 findutils debian-archive-keyring gzip libpcre3 perl nano apt-utils cpio vim-tiny libwrap0 liblockfile1 perl-modules
dpkg --configure --pending - of course - just repeats the failings.
After pinning entries with the creation of /etc/apt/preferences, I ran apt-get update successfully, with more minor warnongs about unsigned repositories.
apt-get upgrade -f -V was a different story. :-)
