IBus 1.5.28

Hello!

I see that IBus 1.5.28 has been released upstream:

Question: Would it be inappropriate to upload it to unstable considering 
that we are in "soft freeze"? The changes are not huge, but OTOH 
probably a bit more than "small, targeted fixes".

If it's considered too late for Debian 12, I will upload to experimental 
instead and sync to Ubuntu 23.04 from there.

Please help me interpret the policy in this respect.
