No, it's a bug. Does it happen for a fresh installation(like no
personal history in $HOME)?

I removed ~/.cache/ibus/libpinyin, which I suppose is equivalent with
a fresh installation. It still happens.

Please feel free to add other relevant observations. I'm not able to tell if this indicates a wider problem besides typing 北京. ;)
