Why you want a GTK-only system?

Please note that fcitx5 only has Qt based configtool. I don't think it's worth
the effort to make fcitx5 available on GTK-only system. And upstream also doesn't
like this idea.

FWIW, if your system doesn't support QtWebengine, there's a CMake option to disable:
