Bug#1001196: README.Debian is inconsistent and hard to understand

README.Debian is based on old GNOME on X as the base of example.

GNOME on Wayland with ibus means im-config is NOOP.

We need to correct this but we need to avoid outdated situation in
future too.

We have wiki pages and I think it is better to use wiki as much to be current.
