Bug#990742: fcitx -> fcitx5 in IM_CONFIG_PREFERRED_RULE variable

It struck me that

IM_CONFIG_PREFERRED_RULE="zh_CN,fcitx:zh_TW,fcitx:zh_HK,fcitx:zh_SG,fcitx"

in /etc/default/im-config probably should be changed to

IM_CONFIG_PREFERRED_RULE="zh_CN,fcitx5:zh_TW,fcitx5:zh_HK,fcitx5:zh_SG,fcitx5"

Not sure how urgent it is. I know that Ubuntu Kylin will ship both fcitx4 and fcitx5 in version 21.10, but want to keep using fcitx4 by default (and switch to fcitx5 in 22.04). So with my Ubuntu hat on I'd prefer to wait a few months.

If the change is considered more urgent in Debian, we could change it only in the Debian version of /etc/default/im-config to start with.
