Now I can see

dbus-update-activation-environment: setting LANG=C.UTF-8

in the .xsession-errors file.

Yes, still the same issue.

But if I add "sleep 3" in my .xsession file before executing xkbcomp,
then the issue disappears. There seems to be a race condition.
