Your problem is most likely not an ibus issue. These settings are not
provided by ibus, but by XFCE.

We need more information about how keyboard settings and layout
switching work in XFCE. Is it integrated with ibus input method
switching like GNOME? Or is it just about XKB (setxkbmap)?
