The exact set of binary packages being kept for i386 compatibility in Ubuntu is an Ubuntu-specific decision. Expressing this as a build profile would not be of any obvious benefit to others who were implementing their own compatibility-only i386 archive, and would also cause more work on the infrastructure side in order to have the autobuilders declare a build profile.
