Bug#900667: fcitx automatically resets X keyboard layout

My locale settings is en_US[default], de_DE, zh_CN.
The default X11 layouts under this locale setting is

> /etc ❯❯❯ sudo localectl
>    System Locale: LANG=en_US.UTF-8
>        VC Keymap: us
>       X11 Layout: us,de
>      X11 Variant: ,

Overriding the layout setting with the following command works as
expected:

    setxkbmap -layout de

However this layout will be overriden again by fcitx, into "us,de".
This is very annoying since de layout is basically different from
us layout.

My X environment is based on dwm, so there is only fcitx that is
suspicious.
