To be accurate, ibus-mozc is in the white list of engine.

And as I just tried on Fedora 18 (Alpha with entire update). Mozc can
appear in Input Source list.
However, you can neither enter its setup nor have any embedded
property (context) menu. In other word, handicapped experience.
I cannot hate more about the idea of white listing.

Best thing a distributor can do if you don't want to be controlled by GNOME.
