salsa.debian.org maintenance (GitLab 13.5 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2020-10-22,
between 1700 and 1900 UTC.

We will upgrade the GitLab instance to 13.5.

The user visible downtime should be less then 30 minutes.
