salsa.debian.org maintenance (GitLab 13.4 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2020-09-25,
between 2000 and 2200 UTC.

We will upgrade the GitLab instance to 13.4.

The user visible downtime should be less then 30 minutes.
