salsa.debian.org maintenance (GitLab 12.5 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2019-11-30,
between 1900 and 2100 UTC.

We will upgrade the GitLab instance to 12.5.

The user visible downtime should be less then 30 minutes.
