salsa.debian.org maintenance (GitLab 11.11.0 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2019-05-22,
between 1800 and 2000 UTC.

We will upgrade the GitLab instance to 11.11.0.

The user visible downtime should be less then 30 minutes.
