salsa.debian.org maintenance (GitLab 11.8.2 security update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2019-03-16,
between 1300 and 1500 UTC.

We will upgrade the GitLab instance to 11.8.2.  This includes several
security fixes.

The user visible downtime should be less then 30 minutes.
