salsa.debian.org maintenance (GitLab 11.6.0 security update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2018-12-22,
between 1600 and 1700 UTC.

We will upgrade the GitLab instance to 11.6.0.  This includes a
critical security fix.

The downtime should be less then 30 minutes.
