salsa.debian.org maintenance (GitLab 11.2.3 security fix)

Hi folks

We will perform maintenance on salsa.debian.org today, 2018-08-29,
between 1900 and 2100 UTC.

We will upgrade the GitLab instance to 11.2.3.  This is a security
update.

The downtime should be less then 30 minutes.
