gdb/ia64/2.4.20/core file problem caused by ptrace patch

I talked to Bjorn Helgaas, and he claims that the change was not intentional.
Matthew Wilcox pointed out that the ptrace patch was known to be problematic.
I pulled it out of the kernel, and the problem went away.

kernel-image-2.4.20-ia64 pkgs are built from debian's kernel-source-2.4.20
package, which contains this patch.  i'd recommend reassigning to one of
those packages.
