ruby fails sanity tests on ia64

With config.sub changes, ruby builds ok on ia64, but fails the package
building process from a failed test. tail of build log follows:

Initial debugging suggests that there seems to be some memory corruption
going on. Matthew Wilcox (willy@debian.org) suggested that it may be
because of incorrect stack assumptions in the ruby gc code, but we are
really just guessing....
