You might want to start by translating the Debian Installer to Uzbek.

Secondly, translating the debconf templates
(https://www.debian.org/international/l10n/po-debconf/pot) could be an
important step in making Debian more accessible to people who speak
Uzbek.

Most of the application software is translated upstream and not inside
Debian. See for example the Gnome Translation Project
(https://wiki.gnome.org/TranslationProject/).
