It doesn't do much harm when you have thedefault installation of 
recommends disabled.. (which I consider the correct setting for this, and yes
on a recent install I failed at that too and hen just lived with it installing
more stuff that I wanted/needed.)

But yeah.
 
The Recommends: probably come back from the time where OOo was the only user and
other packages like scribus where fundamentally flawed and included all the
dicts itself. (now fixed)

Andother packages outside of OOo probably just copied it.
