And now... What is the next step?

   * Regenerate .pot file
   * Contact the former translators first and wait for translation files?
   * Upload to unstable first, and then initiate the translation process?
   * ...?

Is there a workflow document that guides a package maintainer through
the process?

No document, indeed.

So, yes regenerate the POT file with "debconf-updatepo".

Then send a call for translation updates (and eventually new translations) with the magic "podebconf-report-po" command.

It is commonly preferred that you wait for some translation updates to be sent before uploading the package with modified templates....but it doesn't harm that much if you first upload, then wait for translations, then upload again a few days|weeks later.

A minimum 10 days delay is recommended to leave time to translators and teams to follow their internal translation/review processes for those that have one.
