spellcheck: you could extract only translated strings and spellcheck it
format test: I think this can be done in one-liner
suggestions: let script translate the file

I use a text editor and firefox and dictionary
I write scipts if I really needed:

cp.cgi: copypage.pl wrapper for webwml, www.do specific,
w/ some automatic translation
tr.cgi: cp.cgi's derivative for more general sources,
eliminated webwml specific routine, adds po specific routine
cp-replace.pl: translation dictionary for cp.cgi/tr.cgi
pr.cgi: check translation's expression for unification
pr-words.pl: suggestion dictionary for pr.cgi
as the .cgi says, these can be used from web browser,
which means no additional tools needed
additionally, using greasemonkey scripts is useful to utilize firefox/chrome.

these let me translate a thousand of webwml pages in half a year :)
