I understand. Indeed, I actually didn't notice the RC bug. That makes
the translation update less useful, as you point. 

As I already launched the call for translations, I'll leave it running
then probably upload the NMU. That's of course just in case someone
fixes the RC bug and thus makes the package able to enter testing again.

To translators: as you'll udnerstand, there is little interest in
sending a new translation for ipplan. From what I see, the only team
that would have been likely to work on it is the Slovak team as all
other languages where someone actually works on debconf translations
are already covered.
