Registering translated Documents using doc-base

Hi,
The Policy [9.10] recommends to use doc-base, and refers to its
documentation to do so. There is no real consideration for the
translated documentation in those doc, but we were wondering if the
Abstract field of the doc-base file shouldn't be written in the same
language as the document (as doc-debian-fr Abstract is written in
French, but it seems to be an exception).
