I think it would be sensible in case certain languages are disabled (and I'm unsure if that would be the best course of action for German, even though I see the problem(s) quite clearly) it should be discussed within each language team (including German) and then the decision (hopefully consensus) should be used by the site admins to adress this for each language seperately.
