please just go ahead and feel free to do what you proposed! Actually,
i'd be very happy if you would invest your time and efforts to enhance
the package. :)

Other than that, dpkg includes a feature to exclude specific files from
any deb package from installation, rendering localepurge itself rather
pointless these days. Furthermore, not installing parts of a package
during it's installation phase would be much faster than searching and
deleting the very same parts after they have been installed. To avoid
using the current localepurge strategy is the way to go.

There is a nice article about this dpkg feature which is mentioned in

In fact, localepurge should be considered obsolete now, and it would be
great if it could be replaced by some configuration frontend for the
above mentioned dpkg exclude/include feature.
