HOLD can be used for this kind of thing: “Used to put a translation on
hold, when the original version has changed but there is no need to
update the translation, e.g. you know other modifications will be done
soon on the translation and you don't want someone to update it too
quickly” [5], we use it in French for the installation-guide since the
PO file is not used by its translator and for ttf-cjk-compact because
this is a false positive [6].

Anyway, for your special case, since there is already a bug report, that
will be closed once the new package will be uploaded, I'd simply notify
the bot with that information, with the following subject:

	[BTS#624096] po4a://man-db/fr.po

Maybe this doc [5] would be better suited on the main website (w.d.o) by
the way, that would furthermore allow it to be available in many
languages (and thus, maybe better known by translators ;-).
