The double encoding default also affects the Debian website, see e.g.
“Camaleón” instead of “Camaleón” [3].

Discussing about this tiny issue with Nicolas François this summer, I
understood that dl10n-mail is not really used anyway. Since I now have
commit access to the Subversion repository, is it OK if I push this tiny
patch, and is there something to trigger needed on i18n.debian.net?
